ROAD CONSTRUCTION UPDATE

 

To All Residents,

 

You may have noticed equipment starting to show up in the subdivision for the road repair and construction. This project will start this coming Monday, September 23, 2024 at 7am.
 

E. Meier construction will be the contractor on this project through our Jefferson County road maintenance contract. As part of this project, one side of a road will be done at a time with a 15 minute limit or five car restriction for traffic that the company will follow. Please be patient when attempting to leave or enter the subdivision as roads will be in disarray. 

 

We understand that this will be a drawn out project that will take some time to complete, but the outcome will be wonderful.

 

E. Meier construction will begin with Sunny Brook Court, then move to Brook Ridge Drive, then will complete with Sunny Brook Drive towards exiting the subdivision. They will provide handouts for residents as they move through the roads.

ROAD CONSTRUCTION UPDATE

 

We wanted to provide an update to the road construction, since today started Sunnybrook Court.

 

As previously stated in our last update post - https://www.facebook.com/share/p/hLyN9Qd36q9Gwcir/? - this will be a very disruptive process, but will have a wonderful end result. Please be patient as we travel the roads during this time. Although there are rules in place that there is to be no parking on the roads, exceptions will be made currently and while driveways are inaccessible. We ask that parking on the road is not in a driving lane and to keep all cars on the same side of the road when necessary (do not block other driveways and roads). Vehicles do need to cleared first thing in the morning so that construction traffic and others can get through easily. From the fire departments perspective - a safety lane must be maintained, allowing access at any given time.

 

Day one of construction has proven to be interesting as the construction company did puncture a spire gas line at one of the spots that was being dug up. The line was marked and was not the fault of the contractor. Per Spire - the line ended up not being buried deep enough below the surface. We are glad that this situation did not end up worse. Repairs have been made and construction will continue.

ROAD UPDATE

 

To all residents -

 

As you may have noticed, due to all the markings on the roads within the subdivision, several of our roads will soon receive much needed repair. This is all part of the Jefferson County Maintenance Program. As of this A.M. - Wednesday, March 6th - you will start to see E. Meier Construction throughout. They are beginning to cut concrete of sections that are slated for replacement.

 

We understand there will be inconveniences during the repair project. There is no timeframe as to the completion of the project and it will be done in sections allowing for best traffic flow as possible. The County, E. Meier, and the HOA trustees are available for any issues that come about. Please do not hesitate to contact us.

HOA Quarterly Update - NO MEETING

 

To All Residents -
 
Your HOA trustees continue to work hard at small changes throughout the subdivision. For this quarter, no public meeting is occurring.  Proposed indenture changes continue to be in the works that we hope to soon present to all residents for vote - please be on the lookout for upcoming public meetings for the sole purpose of the proposed changes and public review.  Soon you should also see updated lighting throughout the HOA - this will be the lights themselves, NOT the poles.  Ameren will be updating to LEDs.  We do continue to see how poles can be addressed for aesthetics.  Finances are becoming stronger but with the recent Reserve Study results, additional funds will be required for projects the study has proposed that MUST be addressed.  These are projects over several year spans that when completed will continue to provide a strong and healthy community.  The study will be shared in the coming weeks as the trustees continue to work with the Engineers on these items that were presented at the April meeting.
 
As always, please DO NOT hesitate to reach out to any trustee or send an email to the HOA should any issues or concerns arise.  We do our best to provide the best solutions for all.

ANNUAL MEETING AND ELECTION REMINDER

 

Congratulations to Tom Brinkmeyer on the election.  Tom's term will expire in 2028.  The second quarterly meeting/Annual meeting of 2023 will be Thursday, April 13th, at 6:30pm at the Rock Community Fire House on Telegraph Rd. All are being requested to attend as the results of the recent reserve study are being presented by the firm hired - this would include required changes to the indentures for the community.

RESERVE STUDY AND INDENTURE CHANGES

 

Please mark your calendars for the HOA Annual Meeting in April. A firm date will be mailed to all owners with ballots after nominations are received. At this meeting we will discuss indenture changes, elect a new board member, go over the HOA Reserve Study, and discuss a possible increase in annual HOA dues. Ross Hardy from Criterium engineering will be giving a presentation of HOA dues and common area items that need to be addressed in the neighborhood. Everyone in the community should make it a priority to attend this meeting. The meeting will go over all capital improvements and the importance of having a reserve fund in addition to operating funds.

 

We look forward to seeing you at the meeting and show all of you what we have been working on in the past few months. Please keep an eye out for announcements of the date in April in the mail and on our Facebook page.

**SUBDIVISION REMINDER**

 

As a reminder, and with the potential winter weather approaching, that per the rules and regulations of the HOA - there is no parking on the streets. This is most important when snow has fallen and as plows try to navigate to clean our roads.
 

Parked cars on roads will receive notice and potential fines.

 

Please make sure all vehicles remain in driveways at all times.

ROADWORK UPDATE


As many are aware - the County was in the neighborhood on Tuesday, August 2nd putting temporary patches in potholes and large cracks. During the storms last evening a handful of these patches did get washed away due to the underlayment below not being able to hold. The County continues to plan for full repairs (concrete for concrete) but is doing what they can to currently maintain. Again - this is NO COST to the subdivision and all part of the road maintenance program. The County is aware of the washouts and will be back onsite asap to repair further. Those willing and able to cleanup any broken piece in their immediate area is much appreciated.

NEW SIGNAGE AND STOP SIGNS

 

As you may have noticed, the County has began the process of making updates throughout the neighborhood with updated street signs and larger stop signs. There is also now speed limit signs that are posted - 20 mph limit throughout. 

 

Please make sure that we are maintaining proper speeds throughout the neighborhood for the safety of residents and little ones as well as obeying all posted stops. 

 

**PLEASE NOTE** - We are aware that the stop sign was not replaced at Sunny Brook Dr./Brook Ridge Dr. and have reached out to the county to see if this was incidental. We will update as we know more.

JEFFERSON COUNTY ROAD PROGRAM ACCEPTANCE

 
Notice to All Residents -
 
As of May 1st, 2022 our roads have officially been accepted and are now being maintained by Jefferson County.  The trustees have hand delivered the program brochure to all resident homes - if you did not get your brochure, please see the attached link below.  This brochure provides the full details of the program, including contact numbers and information should you want to make a formal request with the county for some type of repair/replacement of any road issues or items covered by the program.
 
The county has advised that we should see them in the neighborhood over the next few weeks addressing any immediate concerns with roads.  They will come up with a formal plan over time and make those repairs accordingly.  Several residents have asked if we will be having the county take over plowing service over winter months - at this time we plan to continue to stay private, as this is still an option to us, and pay for this service.
 
The HOA does plan to request the following:
1. A review of singage throughout the neighborhood - including the reinstall of speed limit signage and any signs that are missing that are required by code.
 
2. A new 4-way stop to be installed at Sun Tide Ct./Dr. and Sunny Brook Drive
 
3. Fire lane markings throughout the neighborhood - which is limited to one side of main streets

*UPDATE* UNDERGROUND CONSTRUCTION

The trustees wanted to provide an update to the underground construction that is occuring throughout the neighborhood.  At the request of the construction company and in an effort to complete this project ASAP, the HOA has agreed to allow the construction company to work the next handful of Saturdays as the deadline for the project is quickly approaching.  The company has assured that the work will be done during reasonable hours.  Any questions or concerns - please contact the trustees.
 
REMINDER - it is a federal offense to remove located utility flags on the easement.  The company is removing these as they complete the areas that they are working in.
 

 

3/11/22

UNDERGROUND CONSTRUCTION

 

To all Residents -

The Trustees wanted to send notification as an update to the current underground construction that is happening throughout the neighborhood and the Arnold area.  The construction that is taking place is confirmed to be for new AT&T fiber internet.  We have spoken with the crew that is working on an expected time frame for the work and final outlook. 

 

  • The crew expects to be in and out of the neighborhood for a month to a month and a half time.
  • Any yards that are being torn up due to this construction project WILL be put back together in the condition that it was found - with expenses being paid for those repairs from the project.
  • At the request of several owners - the crew will only be working M-F, during the day.  NO WEEKENDS.

 

We ask residents to let the crew do what they have been hired to complete as per the project and we will do our best to work with the crew should any issues arise.
 

REMINDER - Upcoming full HOA resident meeting is Thursday, April 14th at 6:30 pm at the Rock Community Fire House on Telegraph Rd.  This will be the yearly election meeting as well as a regular scheduled agenda.  All residents are invited to attend.

NEIGHBORHOOD ALERT

 

We have been informed of what seems to be a couple of people roaming the neighborhood in the early hours checking vehicles. Most recently has been on 4/6/22 around 3am. If anyone has video that could be helpful - please send to JBURNETT@JEFFCOMO.ORG. One resident we know of did have their car broken into. Please be cognizant for those that do park outside and make sure vehicles are locked and valuables are taken in.

JEFFERSON COUNTY ROAD MAINTENANCE PROGRAM (Updated 4/7)

 

As a follow-up to the 1/4/2022 HOA meeting, the Trustees wanted to provide the information on the Road Maintenance Program.

 

2/26 - We have received, and exceeded, the necessary signatures from residents (minimum 50%) and have submitted the official paperwork to the County.  Signatures will still be accepted for any additional residents that would like to sign off on this as well. Be on the lookout for the county to begin assessments of items.

 

4/7 - contract with county has been signed by the trustees and we are waiting for full execution of the contract by the county. We have been told that they are working towards a May 1st start date.

ANNUAL DUES AND NOMINATIONS

 

The Trustees wanted to provide a friendly reminder on the fast approaching due date for annual dues ($200) and the return of your trustee nomination form.  Any home who has not paid their annual dues by March 31st will become delinquent.

For the nominations - you can nominate anyone who is a resident of Sunny Brook Farms HOA who you believe would be a great Trustee.  Once nominations are received - the current board will reach out to those that have been nominated to confirm that they wish to put their name on the ballot.  Please have these returned to the Board by March 1st so we can promptly prepare voting ballots.

NEXT MEETING - Our next meeting for residents (which will also include ballot opening) is currently planned for April 12th, 2022 at the Rock Community Fire House on Telegraph Road.  This meeting will start at 6:30pm.  Should anything change - we will notify resident through normal communication channels.

 

REMINDER - Parking on residential roads is for emergency use only.  Residents that continue to not follow this rule, as per indentures, will be served notice and collect a $10/day fine.

HOA MEETING CANCELLATION AND UPDATES

 

Residents -

We apologize for the late notice - with not much change in items over the last month and the possibility of bad weather, we are going to cancel the planned meeting for tonight, 2/1/22.  We did want to provide a few details on items from the last month.

1. Jefferson County Road Program - we have received, and exceeded, the necessary signatures from residents (minimum 50%) and will be getting the official paperwork to the County in the next few weeks.  Signatures will still be accepted for any additional residents that would like to sign off on this as well. Be on the lookout for the county to begin assessments of items.

2. Yearly HOA Dues - Due to a slight delay, due notices should be printed and mailed in the next few weeks by City and Village.  HOA dues are still due by March 1st with payments after April 1st becoming delinquent.

3. Notice of open Trustee position -  We do have an open trustee position that needs to be filled.  April will be the yearly election meeting. If you are interested in the position - please contact the trustees via the contact us link found above or via email at sunnybrookfarmshoa@gmail.com.  Please provide Name, Address, and a brief narrative about you to be shared with all residents.  We are asking for interested candidates to contact by February 15th.

4. Quarterly Meetings - As always planned from day one with the new trustees, we feel that we can now move meetings to a quarterly process.  Meetings will be in January, April (Elections), July, and October. Please plan for April 12th at this time - additional information to follow.

URGENT MESSAGE:
 
To all Sunny Brook residents,

We wanted to send notification for those that have not seen yet that Dura-Seal is in the neighborhood making patch repairs. We have been working diligently for the last couple of months trying to make this happen as a warranty repair at no cost to the subdivision. We do apologize that there was no prior notification on this and that they just showed up. Dura-Seal ended up having leftover patch from a big job and decided to come out and complete these repairs today.ÔøºÔøº For those that are home today, Ôøºplease clear any vehicles from the road so they can work and make this happen. This is a temporary fix of the bigger issue of full road repairs - to which the transfer of roads to Jefferson county will fix that. These patches should help us get through the winter months.
 
Again - our apologies that there was no prior notification.

WINTER WEATHER REMINDER

 

The trustees would also like to remind residents with the upcoming winter weather soon to arrive - that vehicles should NOT be parked on the streets as per the rules of the HOA.

 

This will especially be helpful in keeping the roads clean and safe once snowfall hits.

Trustees have spoken with Dura-Seal who did our asphalt patches. They said that they are going to look at the asphalt patches that came out next week. Our contract has a one year warranty on the work, so the repairs will be at no cost to the association. We will let everyone know a firm date so you can be aware since they may be in the streets.

The newly appointed trustees voted at the September 7th homeowners meeting to cancel the special assesment due by November.  No money is due at this time.  Please be on the lookout for a more detailed letter in the mail to come the week of Sept. 13th.

WARNING

A resident reported the following...

"A neighbor of mine on Sunny Brook Court reported to me that he encountered an intruder who entered their home through a back door while they were home.   This happened today (January 21st) at 9:30 a.m.
The homeowner said the man was white, wearing a red hoodie, light colored jeans with a dark mustache, skinny and about 5'9".  The man fled the scene when he noticed the homeowner was home and he was chased up Sunny Brook Drive towards the back of the subdivision.  The homeowner reported the incident to law enforcement."

Common Ground and Storm Drains

Despite the heavy spring rains, our storm drains have been inpected by Marty with A & J Drain Service and are in sound condition.  There was common ground cleanup on Sunny Brook Dr. which has been completed by Ken Steiger (our lawn service company).  Common ground cleanup behind Sunny Brook Ct. is still to be completed, planned for this summer.

Missouri State Law bans the disposal of yard waste in landfills.  It is unlawful to dump yard waste into the storm drain or creeks. To report improper disposal of yard waste in storm drains or creeks, contact the Jefferson County Storm Water Management Program at: 636-797-6228

 

What can YOU do to prevent yard waste from polluting our water?    

1.      Never allow yard waste to be washed down or put into the storm drains.

2.     Do not sweep or blow grass clippings along the street or into a storm drain.
3.     Do not dump grass or yard waste onto a creek bank or area where it will be washed into creeks and rivers.
4.     Control soil on your property by planting native trees and ground cover to stabilize erosion-prone areas.
5.     Compost your leaves, brush, grass clippings and other yard waste.
6.     Use any community resources offered by your municipality or County for further assistance.

Fire Lanes and parking on the street

2014

 

Due to several concerns about some of the parking on the streets. We have been working with the Rock Community Fire District Marshall to evaluate our streets and hydrant locations to establish fire lanes. Some of the parking on the streets may interfere with emergency vehicles trying to gain access to our homes and it needs to be addressed. The last thing anyone wants is the unthinkable to happen because our local emergency vehicles cannot gain access to some of the areas of the subdivision. Stay tuned for more updates after we receive the Fire Marshalls report.

 

Status 7/2014: Mr. Delapp from the fire department made a presentation at the July 2014 subdivision meeting.  Per fire codes and based on the width of our streets, we should have a fire lane and signage for no parking on the side of the street with fire hydrants througout the subdivision.  There are costs and labor with the signage so this effort is on hold, Mr. Delapp stated he will mark the placement when we are ready.

Annexation with the City of Arnold

The results from the pre-annexation poll of the residents are in and are as follows:

 

YES - 27 total votes

NO - 16 total votes

 

Note: Only 44% of the homeowners replied to the pre-annexation vote. In order to move on with the City of Arnold the subdivision needs a "YES" vote from 100% of the residents.

Delinquent Homeowners

2014

 

Status as of 7/13/2014, the trustees have been working with CVTO’s attorneys to go after the delinquent homeowners (includes special assessment fees and past years of annual dues). Collection letters from the attorney have been sent out as the first step to legally getting the money our HOA is owed. Stay tuned for more updates.
